Recently, China’s Ministry of Transport (MoT), in collaboration with relevant departments, issued the Action Plan for Reducing Costs, Improving Quality, and Enhancing Efficiency in Transportation and Logistics.
This includes sector-specific implementation plans for railways, highways, waterways, civil aviation, and postal services, forming a "1+5" policy framework.

Because rail is increasingly being interlinked with other modes of transportation, with provincial, district, and city plans calling for the acceleration of intermodal transport.
