On August 15, the Shanghai Municipal People's Government issued the "Action Plan for High-Quality Development of Shanghai's Low-Altitude Economy (2024-2027)."

Shanghai Low-Altitude Economy Industry High-Quality Development Action Plan (2024-2027)

I. Main Goals

Establishment of a Comprehensive Industry System by 2027

  • Build a complete industrial system for the research, design, assembly, manufacturing, airworthiness testing, and commercial application of new low-altitude aircraft.

Position Shanghai as an Innovation Hub

  • Create Shanghai as an innovative high ground for low-altitude economy industries, commercial applications, and operational services.

Achieve Significant Industry Scale

  • Achieve a core industry scale exceeding 50 billion RMB and lead in global low-altitude economic innovation and development.

Collaborate with Yangtze River Delta Cities

  • Join forces with Yangtze River Delta cities to build the first batch of inter-provincial low-altitude general aviation cities in China.

Establish a National Demonstration Area

  • Establish a comprehensive demonstration and leading area for the national low-altitude economy industry and accelerate the creation of an internationally influential "Sky City."
