The Civil Aviation Administration of China (CAAC) has issued the “Event Information Reporting and Handling Specifications” (AC-396-03R2), effective September 26, 2025.
AC-396-03R2 effectively replaces AC-396-03R1.
The Advisory Circular (AC) establishes standardized procedures and requirements for reporting and handling aviation safety event information within China’s civil aviation system.
The specifications apply to all relevant aviation authorities, registered civil aviation organizations, including uncrewed aircraft operators, and their personnel operating within China, as well as to foreign air carriers operating in Chinese airspace.
