
On October 23, the Civil Aviation Administration’s Transportation Department issued a notice inviting public comments on the draft “General Aviation Operation Management Regulations.”
The notice explained that the draft aims to strengthen the regulatory framework for general aviation and the low-altitude economy, support safe and orderly industry development, promote legal compliance in civil aviation, and align with updates to the Civil Aviation Law.
The draft is a revision of the previous “Rules on the Management of General Aviation Business Permits” (CCAR-290-R3), which was updated after consulting industry stakeholders and relevant authorities.
The new draft consists of eight chapters and 66 articles, focusing on typical general aviation and low-altitude economy scenarios.
It outlines mid-event and post-event management requirements and applies to enterprises in China holding a General Aviation Operation Certificate for commercial general aviation activities.
Public comments are open until November 22, 2025.
For those in the regulatory or industry space, the draft introduces a reclassification of general aviation business projects based on operational characteristics, dividing commercial activities into five main categories: Passenger Transport, Human Transport, Cargo Transport, Training, and Other.
It specifies the legal responsibilities and regulatory obligations for enterprises in each category.
