CAAC Seeks Feedback on Safety Culture Draft
The document aims to align with international standards, including Annex 19.

Last week, China’s civil aviation regulator released two safety measures in draft form for public comment.
On September 26, the CAAC issued the draft Measures for the Management of Aviation Safety Investigations by Transport Airlines.
Just days earlier, on September 23, the Civil Aviation Administration of China (CAAC) issued another draft document — the Civil Aviation Safety Culture Construction Management Measures (Draft for Solicitation of Comments).
The measure is intended to implement General Secretary Xi Jinping’s directives on production and civil aviation safety, follow CPC Central Committee and State Council requirements, and align with international standards such as Annex 19 of the Convention on International Civil Aviation – Safety Management and ICAO Document 9859, alongside domestic regulations like the Civil Aviation Safety Management Regulations (CCAR398).
