On July 4, the Aircraft Owners and Pilots Association of China (AOPA China) issued a public call for comments on two draft documents: Operational Requirements for Helicopter Maritime Emergency Rescue and Safety Operational Requirements for Helicopter Pilotage Operations.

Developed in collaboration with the Civil Aviation Management Institute of China, CITIC Offshore Helicopter Co., Ltd., and Wuhan Hangda Aviation Technology Development Co., Ltd., the drafts aim to establish clear guidelines for crew qualifications, equipment standards, training, and operational procedures in helicopter-based maritime emergency and pilotage missions.

These two standards initiatives are among the latest released by AOPA China and its partners—part of a clear pattern of concentrated regulatory activity that aligns with past and present national planning efforts.

For its part, AOPA China has been impressively active.

While this report doesn’t focus on aviation standards specifically, a future update will.

For now, here’s a brief summary of recent standards initiatives—

On June 30, AOPA China approved and issued a group standard titled Technical Specification for Detect and Avoid (DAA) Systems of Light and Small Unmanned Aircraft (T/AOPA 0081—2025), which took effect the same day.

Following this, on July 3, it released another group standard titled Technical Specifications for Airworthiness of Remote Control Stations for Unmanned Aircraft Systems (T/AOPA 0082-2025).

The latter addresses a previously unmet need for unified technical criteria related to the airworthiness of ground control stations for UAS.

Together, these efforts suggest a broader implementation of goals outlined in strategic plans—including the Development Action Plan for Key Areas of Safety Emergency Equipment (2023–2025)—which emphasizes the importance of advancing emergency response technologies.
