Does it create a catch-22?

A sharp reader recently commented on the PICC low‑altitude economy insurance policy —

“Seen closely, the PICC insurance policy has a condition saying that the aircraft must obtain TC and PC from CAAC first (presumably as a UAV but carrying a person on board), then the coverage as non‑regulated ultralight would take effect. A catch‑22 situation.”

This is an interesting and thoughtful observation.

On a strict reading of the policy documents, the commenter appears to have identified a logical contradiction. Below is my interpretation of the two policies involved and whether the catch‑22 truly exists.
