Henan’s Implementation Plan for Promoting High-Quality Development of the Low-Altitude Economy (2024-2027)

August 12: The Henan Provincial Government Office has issued a notice regarding the "Implementation Plan for Promoting High-Quality Development of the Low-Altitude Economy (2024-2027)." The plan outlines the province's strategies and goals for developing the low-altitude economy over the next three years.

Henan’s Implementation Plan for Promoting High-Quality Development of the Low-Altitude Economy (2024-2027)

Objectives: Expand low-altitude consumption demand, enhance infrastructure, improve R&D and manufacturing capabilities, integrate application scenarios with industry, and build a low-altitude economic industry ecosystem.

Goals: Create demonstration zones for low-altitude economic development, establish a nationally influential development hub, and support Chinese-style modernization in Henan.

1. Basic Principles

  • Market-Driven, Government-Guided: Utilize the market's role in resource allocation while enhancing government planning, guidance, and policy support.

  • Demand-Driven, Innovation-Driven: Adapt to expanding consumption scenarios, focus on technological and business model innovations, and strengthen key technology R&D.

  • Key Breakthroughs, Efficient Coordination: Support key fields and regions, improve development quality, and enhance cooperation among enterprises in the industrial chain.

  • Green Development, Open Cooperation: Emphasize environmental protection, promote green production, and integrate into global industrial and value chains.

Development Goals

  • By 2025: Complete low-altitude infrastructure layout, establish a management mechanism, build around 10 general airports, increase industry scale to 30 billion RMB, and create 20 benchmark low-altitude application scenarios.

  • By 2027: Establish around 20 general airports, reach 50 billion RMB in industry scale, and expand benchmark application scenarios.
