On April 9, 2025, China’s Ministry of Transport announced new guidelines, the Management Measures for Pilot Work on Building a Leading Transport Nation (Transport Planning Office Document No. 22 [2025]).
The update follows the strategic directions outlined in two national plans issued in 2021 by the Central Committee of the Communist Party of China and the State Council—the Outline for Building a Leading Transport Nation and the National Comprehensive Three-Dimensional Transport Network Plan Outline.
Both documents emphasize the development of a transport platform economy, hub economy, corridor economy, and low-altitude economy.
The new Measures replace an earlier 2022 interim version and outline procedures across seven chapters and 50 articles. They cover the full process for pilot projects—from application and evaluation to implementation and promotion—including specialized pilot initiatives.
Key Highlights of the New Measures

The new Measures encourage local governments to support pilot programs in their regions and facilitate the involvement of private and social capital.
The Ministry also calls for greater public-sector and private-sector collaboration to accelerate progress in building a world-class transportation system.
