EHang Taps Allur Group to Build Central Asia’s First eVTOL Hub
September 15, 2025 — EHang announced it has signed a memorandum of understanding with Kazakhstan’s Allur Group to introduce passenger and cargo electric air taxis in Central Asia, marking its latest step in international expansion.
The agreement calls for phased procurement of 50 EH216 series aircraft.
The first batch includes 10 EH216-S units and 10 EH216-L logistics models, which will be deployed at what the companies say will be Central Asia’s first urban air mobility hub in Kazakhstan.
The site will support certification tests, training and commercial flights.
The two companies are also considering a localized assembly base with annual capacity of 200 aircraft, which would be the region’s first eVTOL manufacturing facility.
EHang said it will help attract suppliers of motors, batteries and aviation materials to build an industrial supply chain in Kazakhstan.

According to EHang, Kazakhstan’s First Deputy Prime Minister Roman Sklyar said the country plans to reference China’s regulatory framework as it drafts rules for eVTOL deployment, and that the partnership with Allur could accelerate adoption of advanced air mobility in the region.
EHang Chief Executive Huazhi Hu described the deal as a “China-Kazakhstan model” for low-altitude economy cooperation, combining technology exports with localized industry building.
