In recent weeks, a series of provincial and municipal plans have been unveiled across China to accelerate the growth of the low-altitude economy. Among them is Ningbo, a major port and industrial hub in Zhejiang province, which has introduced its Implementation Plan for High-Quality Development of the Low-Altitude Economy (2025–2027).
The blueprint outlines measures to capitalize on the city’s coastal advantages, strengthen low-altitude safety capabilities, drive technological innovation, and expand applications in logistics, transportation, tourism, and public services—aiming to position Ningbo as a national leader in this emerging sector by 2027.
