Pinghu City Issues LAE Implementation Plan
By 2027, Pinghu City targets a low-altitude economy industrial scale exceeding 10 billion yuan.
In recent weeks, multiple government plans and initiatives have been unveiled to support the development of the low-altitude economy.
Among these is an implementation plan released by Pinghu, a county-level city located in the eastern part of Jiaxing's administrative area in northeast Zhejiang Province.
By 2027, Pinghu City aims to achieve a low-altitude economy industrial scale of over 10 billion yuan, secure provincial-level pilot status, and transform into a "City in the Sky."
The plan, released on February 27, follows closely after the Zhejiang Provincial Department of Agriculture and Rural Affairs issued its own plan—the Zhejiang Province Low-Altitude Economy Development Action Plan for Agriculture and Rural Areas.
Zhejiang’s initiative, issued on February 17, aims to expand the application of "low-altitude + agriculture," further integrating the low-altitude economy into rural development.
On July 9, 2024, Zhejiang issued the Several Opinions on Building a High-level Strong Civil Aviation Province and Building a Highland for Low-altitude Economic Development."
The Several Opinions outline the goal of fully establishing a high-level civil aviation “strong” province and a low-altitude economic development highland by 2035.
On September 13, 2024, Jiaxing City, located in the heart of the Yangtze River Delta, issued its own plan titled the Implementation Plan for Jiaxing City to Promote the High-Quality Development of the Low-Altitude Economy (2024–2027).
The plan outlines strategies to develop the low-altitude economy, focusing on areas such as drone logistics and express delivery. It aims to establish Jiaxing as a key hub for low-altitude economy development in the Yangtze River Delta region.
