Private Investment Guidelines: Fujian
Public consultation is open until July 3.
On June 19, the Fujian Provincial Development and Reform Commission released the Guidelines for Supporting and Encouraging Private Enterprises to Invest in the Field of Low-Altitude Infrastructure (Trial) (Draft for Comments), with public consultation open through July 3.
The document applies to private investment in general aviation airports, takeoff and landing facilities, flight service support systems, information infrastructure, and associated services within Fujian's administrative area
It identifies three categories of encouraged participation — physical infrastructure (vertiports, logistics hubs, test sites, energy stations), digital infrastructure (communication, navigation, surveillance, meteorological systems), and operational services (facility management, maintenance, scenario development).
Four cooperation models are outlined — sole proprietorship, joint venture with state-owned or local government entities, franchise under the existing PPP framework, and service outsourcing.
