Subsidy Watch: Huangpu District
Supported by large-scale industrial clusters and ongoing institutional reforms, the district continues to advance its development.
Guangzhou, the capital of Guangdong Province, is a major hub for innovation, advanced manufacturing, and international trade in southern China. As one of the country’s leading economic centers, it plays a critical role in the development of strategic emerging industries.
The Guangzhou Development District, also known as Huangpu District, is a key contributor to the city’s innovation ecosystem and industrial output.
As of 2024, government data shows that the district hosts over 20,000 technology enterprises, including more than 2,800 national high-tech firms and 88 publicly listed companies. It generates nearly 40 percent of Guangzhou’s industrial output and contributes about 14 percent of the city’s GDP.
Huangpu also hosts South China’s largest incubator cluster and has ranked first in technological innovation capacity among national-level development zones for five consecutive years.
Supported by large-scale industrial clusters and ongoing institutional reforms, the district continues to advance its development, creating a strong foundation for industrial upgrading and enhancing its capacity to support Guangzhou’s broader objectives in high-growth sectors.
To further strengthen its position, the district has introduced the Several Measures for Promoting High-Quality Development of the Low-Altitude Economy and Aerospace Industry in Guangzhou Development District (Huangpu District).
Let’s get into it.
