The Implementation Rules formally establish four specific financial subsidy programs.
On September 30, 2025, the Shenzhen Municipal Transportation Bureau issued the Implementation Rules for the “Several Measures of Shenzhen Municipality to Support the High-Quality Development of the Low-Altitude Economy” alongside an accompanying Policy Interpretation document.
The two documents serve complementary purposes but differ fundamentally in their authority and function.
The Implementation Rules constitute the official, legally binding policy text and establish the concrete legal framework for supporting Shenzhen’s low-altitude economy.
In contrast, the Policy Interpretation is an explanatory guide intended to clarify the meaning, objectives, and practical implications of the rules for the public; it is not legally binding.
In essence, the Implementation Rules define “what” the rules are and how they must be applied, while the Policy Interpretation explains “why” the rules were introduced and “so what” they mean for stakeholders.
