UAV Governance: Jiangsu and Nanjing

The documents reflect Jiangsu’s broader strategy to develop a low-altitude economy.

Recent developments in Jiangsu Province and its capital, Nanjing, have established a clear regulatory and operational framework for UAV activities while supporting the growth of a low-altitude economy.

On January 7, Nanjing released the “Interim Measures for the Safety Management of Civil Unmanned Aerial Vehicle (UAV) Low-Altitude Flight,” defining rules for registration, operator responsibilities, technical compliance, prohibited operations, and enforcement.

The measures include special provisions for flights during major events or emergencies and take effect on February 1, 2026, strengthening safety and accountability for UAV operations in the city.

On January 10, the Jiangsu Province Low-Altitude Flight Service Center announced the suitable flight airspace for micro, light, and small drones under the provincial “Interim Regulations on Flight Management of Unmanned Aircraft.”

The announcement clarifies permissible airspace below 120 meters and identifies controlled zones—such as areas near airports, military sites, critical infrastructure, and crowded venues—where prior approval is required.
