Yanqing Issues Trial Measures for Low-Altitude Flight Management
The framework aims to support safe, regulated growth of low-altitude aviation in Yanqing.
Beijing Yanqing issued the Administrative Measures for Low-Altitude Flight Services in Yanqing District on July 18, with trial implementation from August 1, 2025, to July 31, 2027.
The measures regulate civil uncrewed and crewed aircraft low-altitude flight activities within the district to ensure safety, orderly development, and clear management responsibilities.
The district government leads coordination efforts, supported by multiple departments including public security, emergency management, transportation, and meteorology.
A dedicated low-altitude flight management service institution will handle flight approvals, monitoring, and emergency response coordination through a service platform. Operators must meet certification, equipment, and safety requirements, follow flight rules, and secure necessary insurance.
The measures prohibit unauthorized surveillance, public disruption, and other unlawful activities. They also integrate low-altitude flight safety into the district’s emergency system and define responsibilities for Badaling General Airport.
