Trial Measures: Zhuhai Drone Integration
Zhuhai is reshaping its land use and planning rules to become a "Sky City" – making it legally and physically easier to build drone ports, fly delivery drones, and run low-altitude businesses.
The Zhuhai Municipal Bureau of Natural Resources has issued trial measures to support the high-quality development of the low-altitude economy by strengthening spatial planning, land management, and resource allocation.
The policy seeks to advance drone infrastructure, air routes, and supporting facilities by integrating low-altitude systems into spatial planning, supporting route research, and prioritizing land-use allocations.
It introduces more flexible land-use policies, including long-term leasing, mixed-use development, and streamlined approval processes for takeoff and landing facilities.
